The VOALA programs understand how essential volunteers are to the success of the program. Their contributions of assisting in all aspects of the program make the volunteer concept highly effective when utilized for the delivery of services. As indicated in the Head Start/Early Head Start Performance Standards, volunteer participation in the Head Start/EHS programs is encouraged, by both parents and community members.
